A meeting of the Parliamentary Committee on Labor and Social Policy was held.
According to Report, the chairman of the committee, Musa Guliyev, opened the meeting and said that five issues were included in the agenda and informed about the issues.
He noted that the draft laws on amendments to the Law on Unemployment Insurance (second reading) and the Law on Employment (second reading) were submitted to the Milli Majlis by the President as a legislative initiative. Both bills are aimed at strengthening social protection. The amendments to the law are aimed at ensuring access to employment, as well as easing the terms of insurance payments in the event of an employee’s loss of employment for any reason, and are steps to improve the social situation of citizens.
It was noted that 8 amendments are proposed to three articles of the Law on Unemployment Insurance. Some of the amendments are adaptive. The other part is related to the expansion of the coverage of persons receiving unemployment insurance benefits, the reduction of the required length of insurance under a fixed-term employment contract from 35 to 30 months, as well as the abolition of a 3-month waiting period for insurance payments.
Regarding the amendments to the Law on Employment, the document states that agricultural land is owned by them, and that other unemployed people can be involved in vocational training courses free of charge, as well as receive pensions during paid training, paid public works and self-employment. Provisions establishing active employment measures are proposed.
Presenting the draft law on amendments to the Code of Administrative Offenses (third reading), the chairman of the committee said that the document is aimed at restoring the rights of employees violated during labor relations, the interest of employers to restore the rights of employees instead of paying fines.
Committee members Ilham Mammadov and Vugar Bayramov expressed their views on the draft laws and considered the proposed changes expedient.
Then the chairman of the committee Musa Guliyev informed about the next two issues. He said that during the first reading of the draft law “On Tourism” both in the joint meeting of the committees and in the plenary session, the deputies supported the document and said that it would serve the development of tourism. In order to ensure the sustainable development of tourism in our country, the law defines the basics of public administration in the field of tourism, mechanisms for regulating the tourism industry, rules for efficient use of tourism resources and sources of funding for tourism. The document explains the basic concepts of tourism, the basics of public administration in this area, the rights and responsibilities of tourists, articles on the legal regulation of their safety and insurance, and issues related to tourism and recreation zones.
In connection with the draft law on amendments to the Code of Administrative Offenses (second reading), it was noted that the proposed amendment includes the creation of an administrative law that would address issues arising from violations of the Law on Tourism.
Deputies Aziz Alakbarov, Rauf Aliyev, Ilham Mammadov, Jala Aliyeva, Arzu Nagiyev, Sevinj Huseynova commented on the draft laws and made a number of remarks and suggestions.
Chairman of the committee Musa Guliyev clarified some points raised by MPs on the projects.
At the end of the meeting, all five bills included in the agenda were recommended to the plenary session of the Milli Majlis.
